This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric is a measurement for a key indicator, “Graduate degree completion,” and students complete a graduate degree (master’s degree or higher) within a specified time frame after entering graduate school.
Calculating a Response

Percentage of graduate students completing a graduate degree within 150 percent of their current program’s length. Other time frames, such as 100 percent and 200 percent of program length, should also be reported for this measure.
Use the following CEDS elements to determine the school years.
- Academic Year Designator = 2023 and Academic Term Designator= Summer, and/or
- Academic Year Designator = 2024 and Academic Term Designator = Fall, Spring, Summer
Use the following CEDS elements to determine the universe of students:
- Pull all unique students which is determined by using a unique Student Identifier where Student Identification System = State, and where
- The student is associated with a postsecondary institution through the Office of Postsecondary Education Identifier, and
- Enrollment Exit Date is within the Academic Year being reported.
From the universe of students, narrow the list to students who are enrolled in a certificate or associate’s program and transferred to a longer degree program, using the following CEDS elements.
- Degree or Certificate Seeking Student = Yes, and
- Enrollment in Postsecondary Award = Master’s Degree, Post-Master’s Degree, Doctor’s Degree-Research/Scholarship, Doctor’s Degree-Professional Practice, Doctor’s Degree-Other
- Enrollment Entry Date is ≥ July 1 of the school being reported, and
- Enrollment Exit Date is ≤ June 30 of the school year being reported
Identify which students are full-time or part-time:
- Filter records where Postsecondary Enrollment Status = Full-time, or Less than full-time but at least half-time.
Identify which students who are completing a graduate degree within 100 percent of their current program’s intended length:
- Cohort Graduation Year = 2027 when Academic Year Designator = 2023 and Academic Term Designator = Summer, and/or
- Cohort Graduation Year = 2028 when Academic Year Designator = 2024 and Academic Term Designator = Fall, Spring, Summer
Identify which students who are completing a graduate degree within 150 percent of their current program’s intended length:
- Cohort Graduation Year = 2029 when Academic Year Designator = 2023 and Academic Term Designator = Summer, and/or
- Cohort Graduation Year = 2030 when Academic Year Designator = 2024 and Academic Term Designator = Fall, Spring, Summer
Identify which students who are completing a graduate degree within 200 percent of their current program’s intended length:
- Cohort Graduation Year = 2031 when Academic Year Designator = 2023 and Academic Term Designator = Summer, and/or
- Cohort Graduation Year = 2032 when Academic Year Designator = 2024 and Academic Term Designator = Fall, Spring, Summer
To calculate the percentage of students:
- Divide the number of students who are completing a graduate degree within 100 percent of the program’s intended length by the total number of students in the cohort. Multiply by 100.
- Divide the number of students who are completing a graduate degree within 150 percent of the program’s intended length by the total number of students in the cohort. Multiply by 100.
- Divide the number of students who are completing a graduate degree within 200 percent of the program’s intended length by the total number of students in the cohort. Multiply by 100.
Disaggregate by Home Language
