This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “E-W system conditions” which pertain to institutional or systemic environments, policies, and practices within E-W systems that support positive E-W outcomes.

This metric (Percentage of students meeting benchmarks on direct child assessment administered by teachers, healthcare professionals, or other qualified adults) is a measurement for a key indicator, “(Developmental progress: perceptual, motor, and physical development),” and measures whether children develop and demonstrate progress toward gross and fine motor skills, and an understanding of health, safety, and nutrition.

Calculating a Response

Use the following CEDS elements to determine the school year for which the data will be measured:

1. Early Learning Program Year = most recent school year, representing July 1 through June 30

Use the following CEDS elements to determine the universe of children:  

1.       Pull all unique children which is determined by using a unique Person Identifier where Has Person Identifier Type = Child Identifierand Has Person Identification System = State
2. Where the child:

a.      is associated with a State Education Agency through the Organization Identifier where Has Organization Identification System = SEA and Has Organization Identifier Type = State Education Agency Identifier

b.      is associated with a Local Education Agency through the Organization Identifier where Has Organization Identification System = SEA or LEA and Has Organization Identifier Type = Local Education Agency Identifier

c.      is associated with a K12 school through the Organization Identifier where Has Organization Identification System = SEA or LEA or School and Has Organization Identifier Type = School Identifier

d.      Has Role = EL Child

From the universe of children, narrow the list to identify which children are meeting benchmarks on direct child assessments administered by teachers, healthcare professionals, or other qualified adults:

1. Assessment Identifier or Assessment Short Name or Assessment Title =
1. The Peabody Developmental Motor Scale, or
2. An Assessment of similar degree
2. Assessment Administration Finish Date is within the Early Learning Program Year
3. Assessment Early Learning Developmental Domain = Physical Well-being and Motor (04)
4. Assessment Type =Direct Assessment, Benchmark, Kindergarten Readiness
5. Assessment Session Role Type = Administrator
6. Assessment Session Role Affiliation Type = Teacher, Healthcare Professionals, or other Qualified adults
7. Assessment Result Score Value ≥ The minimum score to meet benchmarks

Divide the number of children that meet benchmarks on direct child assessments administered by teachers, healthcare professionals, or other qualified adults by the total number of children who took the assessment. Multiply by 100.
