General Connection Information

This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “E-W system conditions” which pertain to institutional or systemic environments, policies, and practices within E-W systems that support positive E-W outcomes.

This metric (Percentage of students meeting benchmarks on teacher reports) is a measurement for a key indicator, “(Developmental Progress: Social-Emotional Development),” and measures whether children develop and demonstrate progress toward skills to form positive relationships with adults and peers, emotional functioning, and a sense of identity and belonging.

Calculating a Response

Use the following CEDS elements to determine the school year for which the data will be measured:

1. Early Learning Program Year = most recent early learning program year,representing July 1 through June 30

Use the following CEDS elements to determine the universe of children:  

1. Pull all unique children which is determined by using a unique Person Identifier where Has Person Identifier Type = Child Identifierand Has Person Identification System = State
2. Where the child: 

a.      is associated with a State Education Agency through the Organization Identifier where Has Organization Identification System = SEA and Has Organization Identifier Type = State Education Agency Identifier

b.      is associated with a Local Education Agency through the Organization Identifier where Has Organization Identification System = SEA or LEA and Has Organization Identifier Type = Local Education Agency Identifier

c.      is associated with a K12 school through the Organization Identifier where Has Organization Identification System = SEA or LEA or School and Has Organization Identifier Type = School Identifier

d.      Has Role = EL Child

From the universe of children, narrow the list to identify which children are meeting benchmarks on teacher reports using the following CEDS element:

1. Assessment Identifier or Assessment Short Name or Assessment Title =
1. The Child Behavior Rating Scale (CBRS)
2. Devereaux Early Childhood Assessment Preschool Program (DECA-P2), or
3. An assessment of similar degree
2. Assessment Administration Finish Date is within the Early Learning Program Year
3. Assessment Early Learning Developmental Domain = Social and Emotional Development (05)
4. Assessment Result Score Value ≥ minimum score to meet benchmarks
5. Assessment Type = Teacher Report
6. Assessment Session Role Type = Administrator
7. Assessment Session Role Affiliation Type = Teacher and/or Parent
8. Developmental Evaluation Finding = None or No delay detected

Divide the number of children that meet benchmarks on teacher reports by the total number of children who took the assessment. Multiply by 100.
