This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric (percentage of 12th-grade students enrolled in CTE who complete two or more CTE courses in a single pathway) is a measurement for a key indicator, “(CTE pathway concentration),” and measures whether students participate in career and technical education (CTE) concentrate in a single chosen pathway or program of study.

Calculating a Response:
Use the following CEDS elements to determine the school year for which the data will be measured:
1. School Year = most recent school year, representing July 1 through June 30
Use the following CEDS elements to determine the universe of students:
1. Pull all unique students which is determined by using a unique Person Identifier where Has Person Identifier Type = Student Identifierand Has Person Identification System = State
2. Where the Student:
a. is associated with a State Education Agency through the Organization Identifier where Has Organization Identification System = SEA and Has Organization Identifier Type = State Agency Identifier
b. is associated with a Local Education Agency through the Organization Identifier where Has Organization Identification System = SEA or LEA and Has Organization Identifier Type = Local Education Agency Identifier
c. is associated with a K12 school through the Organization Identifier where Has Organization Identification System = SEA or LEA or School and Has Organization Identifier Type = School Identifier
d. Has Role = K12 Student
From the universe of students, identify which students are enrolled in twelfth grade using the following CEDS elements:
- Enrollment Entry Date is ≥ July 1 of the school being reported
- Enrollment Exit Date is ≤ June 30 of the school year being reported
- Entry Grade Level = Twelfth grade (12)
From the universe of twelfth grade students, identify students enrolled in Career and Technical Education, using the following CEDS elements:
1. Career and Technical Education Participant = Yes
2. Program Type = Career and Technical Education
3. Program Participation Status = Active
4. Program Participation Start Date ≤ end of school year being reported
5. Program Participation End Date ≥ beginning of school year being reported
From the universe of twelfth grade students who are enrolled in CTE, identify students who complete two or more CTE courses within a single pathway using the following CEDS elements:
1. Has Career and Technical Education Concentrator= Yes
2. Career and Technical Education Completer = Yes
3. Career Cluster must = only 1 option
4. Career Pathways Program Participation Indicator = Yes
Divide the number of students who complete two or more CTE courses in a single pathway by the total number of 12th-grade students enrolled in CTE. Multiply by 100.
