This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric (Percentage of students who demonstrate proficiency on assessments of higher-order thinking skills) is a measurement for a key indicator, “(Higher-Order Thinking Skills)”, and measures whether individuals have the problem solving, critical thinking, and decision-making skills needed in the workplace.

Calculating a Response:
Use the following CEDS elements to determine the school year for which the data will be measured:
1. School Year = most recent school year, representing July 1 through June 30
Use the following CEDS elements to determine the universe of students:
1. Pull all unique students which is determined by using a unique Person Identifier where Has Person Identifier Type = Student Identifierand Has Person Identification System = State
2. Where the Student:
a. is associated with a State Education Agency through the Organization Identifier where Has Organization Identification System = SEA and Has Organization Identifier Type = State Agency Identifier
b. is associated with a Local Education Agency through the Organization Identifier where Has Organization Identification System = SEA or LEA and Has Organization Identifier Type = Local Education Agency Identifier
c. is associated with a K12 school through the Organization Identifier where Has Organization Identification System = SEA or LEA or School and Has Organization Identifier Type = School Identifier
d. Has Role = K12 Student
From the universe of students, narrow the list to identify which students are demonstrating proficiency on assessments of higher-order thinking skills using the following CEDS elements:
1. Assessment Identifier or Assessment Short Name or Assessment Title =
a. The College and Career Readiness Assessment (CCRA+), or
b. An assessment of similar degree
2. Assessment Level for Which Designed = Kindergarten (KG) through Twelfth Grade (12)
3. Assessment Administration Finish Date is within the School Year
4. Assessment Score Metric Type = Raw Score or Scale Score
5. Assessment Result Score Value ≥ the level established by the organization that is considered demonstrating proficiency on assessments of higher-order thinking skills.
6. Proficiency Status = Proficient
Divide the number of students that are demonstrating proficiency on assessments of higher-order thinking skills by the total number of students who took the assessment. Multiply by 100.
