Analysis Recommendations Label 1

This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “E-W system conditions” which pertain to institutional or systemic environments, policies, and practices within E-W systems that support positive E-W outcomes. 

This metric (Percentage of 12th-grade students enrolled in CTE who earn at least one industry-recognized credential) is a measurement for a key indicator, “(Industry-Recognized Credential),” and measures whether Individuals complete at least one industry-recognized credential, as defined by each state.

Calculating a Response:

Use the following CEDS elements to determine the school year for which the data will be measured:

1.      School Year = most recent school year, representing July 1 through June 30

Use the following CEDS elements to determine the universe of students:  

1.      Pull all unique students which is determined by using a unique Student Identifier where Student Identification System = State

2.      Where the Student:

a.      is associated with a State Education Agency through the State Agency Identifier where State Agency Identification System = SEA

b.      is associated with a Local Education Agency through the Local Education Agency Identifier where Local Education Agency Identification System = SEA or District

c.      is associated with a K12 school through the School Identifier where School Identification System = SEA or LEA or School

d.      Role = K12 Student

From the universe of students, identify which students are enrolled in twelfth grade using the following CEDS elements: 

1. Enrollment Entry Date is ≥ July 1 of the school being reported 

2. Enrollment Exit Date is ≤ June 30 of the school year being reported? 

3. Entry Grade Level = Twelfth grade (12) 

From the universe of twelfth grade students, identify students enrolled in Career and Technical Education, using the following CEDS elements: 

1. Career and Technical Education Participant = Yes 

2. Program Type = Career and Technical Education 

3. Program Participation Status = Active 

4. Program Participation Start Date ≤ end of school year being reported 

5. Program Participation Exit Date ≥ beginning of school year being reported 

From the universe of twelfth grade students who are enrolled in CTE, let’s narrow the list to the twelfth grade students who earn at least one industry-recognized credential using the following CEDS elements:

1.      Career and Technical Education Completer = Yes

2.      Has Professional or Technical Credential Conferred = Industry Certification

Divide the total number of 12^th grade students enrolled in CTE who earn at least one industry-recognized credential by the total number of 12^th grade students who are enrolled in CTE. Multiply by 100.
