This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric (Percentage of individuals demonstrating proficiency on communication skills assessments) is a measurement for a key indicator, (“Communication skills”), and measures the extent to which individuals have the oral, written, nonverbal, and listening skills required for success in school and work.

Calculating a Response:
Use the following CEDS elements to determine the year for which the individual is employed:
1. Employment End Date ≥ July 1 or null, or when the most recent fiscal year for your organization begins
Use the following CEDS elements to determine the universe of individuals:
2. Pull all unique individuals which is determined by using a unique Person Identifier where Has Person Identifier Type = Person Identifierand Has Person Identification System = State
3. Has Role = Employee
From the universe of individuals, narrow the list to identify which individuals are demonstrating proficiency on communication skills assessments using the following CEDS elements:
1. Assessment Identifier or Assessment Short Name or Assessment Title =
a. National Work Readiness Credential Essential Soft Skills assessment, or
b. An assessment of similar degree
2. Assessment Level for Which Designed = Adult Education (AE), Workforce (W)
3. Assessment Administration Finish Date is before the Employment End Date
4. Assessment Score Metric Type = Raw Score or Scale Score
5. Assessment Result Score Value ≥ the level established by the organization that is considered demonstrating proficiency on communication skills assessments.
6. Proficiency Status = Proficient
Divide the number of individuals that are demonstrating proficiency on communication skills assessments by the total number of individuals who took the assessment. Multiply by 100.
