This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric (Percentage of workforce training program participants who participate in a work-based learning opportunity before program completion) is a measurement for a key indicator, “(Participation in work-based learning),” and measures whether credential seekers participate in an internship, work study, cooperative education, apprenticeship program, or other work-based learning opportunities.

Calculating a Response:
Use the following CEDS elements to determine the year for which the workforce participant is employed:
1. Employment End Date ≥ July 1 or null, or when the most recent fiscal year for your organization begins
Use the following CEDS elements to determine the universe of workforce participants:
2. Pull all unique workforce participants which is determined by using a unique Person Identifier where Has Person Identifier Type = Person Identifierand Has Person Identification System = State
3. Has Role = Workforce Program Participant
From the universe of workforce participants, narrow the list to the participants who participate in a work-based learning opportunity before program completion using the following CEDS elements:
1. Has Program Type = Work-based Learning Opportunities
2. Has Work-based Learning Opportunity Type ≠ null
3. Has Program Participation Status = Active, Exited, or Withdrew
- Program Participation Exit Date ≤ program completion date
Divide the total number of workforce program participants who participate in work-based learning experiences before program completion by the total workforce program participants. Multiply by 100.
