This metric is part of the Education-to-Workforce (E-W) Indicator Framework, specifically “Outcomes and milestones” which pertain to key outcomes and milestones along the E-W continuum that are strongly associated with individuals achieving economic mobility and security.
This metric (Percentage of high school graduates enlisted in the military, enrolled in an apprenticeship program, enrolled in noncredit career and technical education (CTE) courses, or employed and earning at least the median annual full-time earnings for high school graduates ($35,000 per year) before October 31 following graduation)) is a measurement for a key indicator, “(Successful career transition after high school),” and measures whether high school graduates transition to training, military service, or employment in the fall after graduating high school (if they do not matriculate to credit-bearing postsecondary education programs).

Calculating a Response:
Use the following CEDS elements to determine the school year for which the data will be measured:
1. School Year = most recent school year, representing July 1 through June 30
Use the following CEDS elements to determine the universe of students:
1. Pull all unique students which is determined by using a unique Person Identifier where Has Person Identifier Type = Student Identifierand Has Person Identification System = State
2. Where the Student:
a. is associated with a State Education Agency through the Organization Identifier where Has Organization Identification System = SEA and Has Organization Identifier Type = State Agency Identifier
b. is associated with a Local Education Agency through the Organization Identifier where Has Organization Identification System = SEA or LEA and Has Organization Identifier Type = Local Education Agency Identifier
c. is associated with a K12 school through the Organization Identifier where Has Organization Identification System = SEA or LEA or School and Has Organization Identifier Type = School Identifier
d. Has Role = K12 Student
From the universe of students, identify the total number of students who graduated high school within the school year being reported:
1. Identify students where Diploma or Credential Award Date is within the school year being reported,
- High School Diploma Type is ≠ 00813 (Certificate of attendance), 00814 (Certificate of completion), 00818 (Post graduate certificate (grade 13)), 00819 (Career and technical graduation certificate). If your school does not count General Education Development (GED) in your high school graduation, then also exclude 00816 (General Educational Development (GED) credential)
From those who graduated, identify the number of students who enlisted in the military, enrolled in an apprenticeship program, enrolled in noncredit career and technical education (CTE) courses, or employed and earning at least the median annual full-time earnings for high school graduates ($35,000 per year) before October 31 following graduation:
1. Enlisted in the Military
a. Has Military Enlistment After Exit = Yes, where Has Military Enlistment Start Date ≤ October 31 of the same calendar year,
2. Enrolled in an Apprenticeship Program
a. Has Work-based Learning Opportunity Type = Apprenticeship, where Program Participation Start Date ≤ October 31,
3. Enrolled in noncredit CTE courses
a. Has Career and Technical Education Participant = Yes, where Has Course Credit Units = No credits, and where Program Participation Start Date ≤ October 31, or
4. Employed and earning at least $35,000
a. Has Employed After Exit = Yes, where the student’s Quarterly Earnings x 4 ≥ $35,000, and where the Employment Start Date is ≤ October 31
Divide the total number of high school graduates who enlisted in the military, enrolled in an apprenticeship program, enrolled in noncredit career and technical education (CTE) courses, or employed and earning at least $35,000 per year before October 31 by the total number of high school graduates. Multiply by 100.
